According to authorities, Kelsey was driving a Honda Accord northbound in the 11400 block of the Eastex Freeway when her vehicle collided head-on with a Chevrolet Silverado being driven in the opposite direction.

When deputies arrived at the scene, they immediately began lifesaving measures in an effort to save Kelsey. Emergency medical services soon arrived and continued assessing the situation. Tragically, EMS determined that Kelsey had no signs of life.

At just 27 years old, Kelsey’s life came to an unexpected and heartbreaking end. Although the circumstances surrounding the crash are difficult to comprehend, she should be remembered as more than a victim identified in an accident report. She was a person whose life mattered and whose absence will be deeply felt.

The driver of the Silverado, Alfredo Cartagena, was transported to a hospital for treatment. Based on the investigation, authorities allege that Cartagena was intoxicated at the time of the crash. The Harris County District Attorney’s Office responded to the scene and accepted a charge of Intoxication Manslaughter against Cartagena.

The investigation remains ongoing, and authorities continue working to establish the full circumstances surrounding the collision.
